On February 23, 2026, at approximately 7:16 P.M., St. Louis Park Police responded to a credit card fraud call at CVS, located at [ADDRESS REDACTED], in St. Louis Park, Hennepin County. The employee provided a description of the male suspect with a dog and a cooler, attempting to purchase items with a stolen credit card. Police responded and identified the male suspect as JULES NDIKUM CHOMILO [DOB REDACTED], Defendant herein. Defendant had an active warrant and was placed under arrest. During a search of his person, police located two credit cards that did not belong to him.
One card for C. D. And the other for N. M. Officers then spoke with CVS staff who reported Defendant attempted to purchase two $100 gift cards on C. D.'s card, but the transactions did not go through. An investigator contacted C. D. And learned that the transactions occurred on a different card belonging to the victim, a Destiny Mastercard. The transactions were completed on February 22 at CVS, Schuler Shoes, and Holiday gas station. The investigator spoke with a Schuler Shoes employee who described Defendant and stated he purchased two pairs of shoes for $329.90. The investigator then went to CVS and obtained additional video and transactions receipts for February 22. Video showed Defendant enter CVS with other individuals, all three male suspects pass the credit card between each other and make purchases.
Finally, the investigator obtained video from Holiday Gas Station that shows Defendant and another individual arrive at Holiday. Defendant then enters and completes two transactions for a total of $43.44. The total amount of attempted purchases made by Defendant is $373.34. At present, Defendant is not in custody. The State requests a warrant issue due to no known address for defendant to receive a summons.
