On September 22, 2025, at approximately 10:20 A.M., police responded to [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota, on a report of a male and female physically fighting in the courtyard area of the apartment complex. Upon arrival, police met with TAJ. TAJ reported that she and ELIJAH ANTONIO MOORE – [DOB REDACTED] were going through a breakup, which upset MOORE. TAJ said MOORE became aggressive and put one of his hands around her neck and choked her while pinning her to the floor for approximately 15-20 seconds.
While strangling her, MOORE stated, “B****, I will kill you,” and made a statement similar to, “If I cannot have you, no one can.” While being strangled, TAJ said she could not breathe well. In addition, TAJ reported that MOORE took her phone and refused to give it back and would not allow her to leave the apartment. MOORE’s mother returned and told them to leave the apartment. They continued arguing in the courtyard. TAJ asked MOORE to return her phone, but MOORE refused. A staff member came out and recorded a video of the incident.
Police also spoke with the building manager, GMI, who reported that she observed TAJ and MOORE arguing loudly outside her office then the situation escalated physically, and she saw MOORE dragging TAJ along the sidewalk. Another employee, AJL, recorded a video of the incident. The officer observed the video, which showed MOORE dragging TAJ by her shirt and possibly hair across the ground away from the person recording. Police searched the area for MOORE but were unable to locate him. In a follow-up statement, TAJ reported that she and MOORE dated one and off for approximately one year.
TAJ said the argument started because MOORE was going through her phone. TAJ confirmed her initial statement to police about how MOORE strangled her and made statements along the lines of, “B****, I’ll kill you,” and, “B****, I hope you die.” During the strangulation, TAJ said she could breathe for a little bit, but she could not speak or scream. When asked if this happened previously, TAJ responded that they “get into it,” but that incident was the worst it has been. The following information is offered for purposes of Rule 6.02. MOORE has a pending case involving a charge of felony Receiving Stolen Property in Ramsey County District Court File No. ••-CR-••-••••. A warrant was issued for his arrest when he failed to appear for a trial management conference on July 11, 2025. The warrant was cleared by arrest on November 4, and MOORE is currently in custody at the Ramsey County Jail.
