That on or about October 8, 2025, an officer with the Fridley Police Department was dispatched to Speedway Gas Station, located at 7229 Highway 65 NE, Fridley, Anoka County, Minnesota, in reference to theft of lottery tickets. Upon arrival, the officer made contact with B. E., a manager of the Speedway Gas Station. B. E. Stated that on October 8, 2025 at approximately 3:20 A.M., a female entered the store, stole multiple lottery tickets, and exited the store without paying. Minnesota State Lottery subsequently confirmed fifteen (15) lottery tickets, worth $510, were stolen.
Minnesota State Lottery provided further information that the stolen tickets were fraudulently redeemed in the Minneapolis area several hours after the theft. Based upon this information, law enforcement began in investigation. During the investigation, law enforcement determined two lottery tickets were fraudulently redeemed at Cub Foods, [ADDRESS REDACTED], Minneapolis, Minnesota on October 8, 2025. Each ticket yielded $50 in winnings, totaling $100. Law enforcement determined another stolen ticket was fraudulently redeemed at Cub Foods, [ADDRESS REDACTED] S, Minneapolis, Minnesota on October 8, 2025. The lottery ticket redeemed at this location yielded $250 in winnings.
Video surveillance footage was obtained by law enforcement. During review of the surveillance footage, law enforcement observed the same suspect in the theft at Speedway as the suspect redeeming the stolen lottery tickets at the Cub locations. Law enforcement observed the suspect was operating a blue BMW SUV when she arrived at the Cub locations. This vehicle matched the suspect’s vehicle in the Speedway Gas Station theft. A partial license plate and search of DVS showed the suspect’s vehicle match to a 2021 BMW X1. A search of the vehicle’s history showed it was previously owned by KENNESHIA LACHELLE TAPER (a.k.a. KENNESHIA LACHELLE HOLMAN) [DOB REDACTED], herein after Defendant.
Upon further investigation, law enforcement located social media posts showing the Defendant photographed in front of a blue BMW SUV that appeared consistent with the same vehicle caught on-camera at the crime scenes. The Defendant also matched the physical appearance of the suspect captured on surveillance footage. It should be noted that law enforcement learned Defendant was also a suspect in a lottery ticket theft in Eden Prairie that had occurred on October 10, 2025. In that case, Defendant was observed driving the aformentioned BMW. Based upon the above information, law enforcement identified the Defendant as the woman who committed theft at the Speedway Gas Station.
Law enforcement also identified the Defendant as the woman who fraudulently claimed $350 in lottery ticket winnings. The State requests a complaint summons in this matter.
