The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: In November 2025, the defendant, JULIUS SIMMONS ([DOB REDACTED]), was arrested for threatening to kill his girlfriend at his home, with her mother present. When she and her mother fled, he followed them with a loaded handgun; gunshots were heard, and shell casings were recovered, in the area. He faces pending charges of Threats of Violence (two counts) and Reckless Discharge of Firearm within Municipality (Case No. ••-CR-••-••••). In connection with the pending case, the defendant is the subject of two protective orders prohibiting him having any contact with his girlfriend, MRJ ([DOB REDACTED]), and her mother, TLS ([DOB REDACTED]), respectively, and from being wherever each woman resides.
One is a domestic abuse no contact order relating to MRJ; the other is a no contact order relating to TLS. Each order was issued and served on the defendant in Ramsey County District Court on December 1, 2025). On June 2, 2026, at about 12:15am, Ramsey County Emergency 911 received a call from TLS at the home of MRJ on Elfelt St. In St. Paul, Ramsey County. She said that a short time earlier, the defendant had attempted to kick in the front door of the home and then driven off. St. Paul Police responded and met with TLS. She said when she returned from work that evening, she saw MRJ and the defendant arguing in his car outside of the home.
She said that they drove away. She said that about an hour later, MRJ returned home, and then she (TLS) heard very loud banging on the front door. She said that the defendant was then inside of the home. She said that the defendant knew that she would call police, so he fled. MRJ was in the home as well. She said that the defendant had come there in order to see their child. She said that when he found that the door was locked, he kicked it in and entered. She said that he had told her that he would pay for the damage.
MRJ said that she believed that the DANCO had been canceled several days earlier. (At a hearing in the pending case six days prior, a request by the defendant to modify the DANCO had in fact been denied by the Court.) Officers observed and photographed the damage to the door, which had clearly been forced open. The defendant was not located at the time. In a follow up interview, TLS reiterated her statements at the scene. She said that after MRJ returned home that night, she (TLS) heard yelling from outside, then saw MRJ run in, close the door, and run upstairs.
She said that she then saw the defendant run up to the front door, heard the sound of it being kicked in, heard someone (the defendant) run through the house and back out again, and then saw the defendant run away from the house. She said that MRJ was looking for her wallet after the defendant left. TLS added that she had been staying at the home, which belongs to MRJ, for about a month. She said that she has been too frightened of the defendant to stay at her own home.
