On December 7, 2025, at approximately 9:00 A.M., police responded to LivINN Hotel, [address omitted] North, Maplewood, Ramsey County, Minnesota, to take a theft report. Upon arrival, police spoke with the complainant, ALS (YOB: 2009 – age 15), who reported that an acquaintance stole beauty products and clothing from her. During the conversation, ALS disclosed that the acquaintance was a man, later fully identified as ZACHARY ARVIN CARTER – [DOB redacted], who she met on Snapchat a couple of weeks ago.
ALS said CARTER picked her up near her house yesterday and brought her to the hotel between 1:00-2:00 A.M. ALS reported that they had sex at the hotel, CARTER did not use a condom, and he ejaculated on her lower abdomen. ALS said she did not want to have sex with CARTER, but he held her down by the arms. ALS reported that CARTER tried to have sex with her again in the morning, but she would not let him. ALS said CARTER left with a bag of her belongings in his vehicle. Initially, ALS agreed to undergo a sexual assault examination but changed her mind when she was in the back of the squad car.
An officer spoke with ALS’s mother, RAS, and the officer transported ALS to her home in Coon Rapids. While en route to her home, ALS told police to recover towels from under the sink in the hotel room that CARTER used to wipe himself off with. When asked if CARTER knew she was 15 years old, ALS responded that she did not know. When they arrived at ALS’s house, RAS said that she tried to contact ALS the previous evening, but ALS blocked her. ALS refused to speak with RAS about going to the hospital and went up to her room and plugged her cell phone into a charger.
The officer talked to ALS about getting a sexual assault examination, but ALS declined. The officer asked ALS to show her the cell phone as it had a picture of CARTER’s Mississippi driver’s license on it. ALS unlocked her cell phone and showed the officer the requested photo. When asked for the code to unlock the phone, ALS asked why the officer needed it. The officer explained that they needed to keep ALS’s phone as evidence. ALS began to yell and cry. ALS said that she had two phones then said the sex with CARTER was consensual then said CARTER did not touch her.
ALS became extremely agitated when the officer refused to return her phone and began pushing RAS, who was blocking ALS’s path to leave, and making statements about harming herself. After refusing to comply with the officer’s directives and assaulting the officer and RAS, ALS was detained and transported to the hospital. The officer asked medical staff to attempt to get ALS to undergo a sexual assault examination, but ALS refused. Police spoke with a hotel guest, CMM, who stayed in the room next to the room ALS and CARTER stayed in.
