On or about November 3, 2025, at approximately 3:50 A.M., a Minnesota State Trooper was dispatched to a single vehicle crash at I‐94 and 7th Street, in the City of Minneapolis, County of Hennepin, State of Minnesota. Dispatched informed the trooper that prior to the crash, the vehicle was traveling at a high rate of speed. Upon arrival, the trooper observed a Nissan (MN Plate: ZJV 706) with front driver’s side damage. The trooper observed tire marks that appeared to be from the vehicle. The vehicle appeared to have struck the median wall.
The trooper observed two individuals walking back from an ambulance that was on scene prior to the trooper’s arrival. The trooper approached the individuals and spoke to the female, who claimed she was the driver of the vehicle. The trooper asked the female, later identified as Konah Massaquoi [DOB REDACTED], Defendant herein, whose car was in the lane, and Defendant replied, “it’s my car.” Defendant was asked what happened, and Defendant stated, “a car came and just hit me.” The trooper asked Defendant where she was coming from, and Defendant replied, “a friend’s house.” Defendant was also asked how fast she was going, and Defendant indicated “60, 55, 57.” While speaking with Defendant, the trooper observed bloodshot and watery eyes, odor of alcohol emanating from the vicinity of Defendant and her friend, slow motor movement, and slow blinking.
The trooper asked Defendant when her last drink was, and Defendant stated, “we don’t.” Defendant was asked to submit to field sobriety tests. While Defendant was in front of the trooper, the trooper observed the odor of an alcoholic beverage emitting from Defendant’s mouth. The trooper administered the horizontal gaze nystagmus test and the one leg stand test. During these tests, the trooper observed clues of impairment. The walk and turn was not administered due to Defendant complaining of being cold.
Defendant at first refused to provided a breath sample for the preliminary breath test (PBT). Defendant was placed under arrest for DWI. Defendant then requested to take the PBT, which showed an alcohol concentration of 0.165 on a weak breath. Defendant was transported to Hennepin County Jail. The trooper read Defendant the Motor Vehicle Breath Test Advisory. Defendant indicated she understood and requested to consult with an attorney. Defendant was provided her cell phone, the jail phone, and phone books.
During Defendant’s attorney time, Defendant continually request to use the restroom. After using the restroom, the trooper restarted the mouth check. Defendant resumed her attorney time. Defendant made numerous phone calls, many to the same attorney. Defendant was holding the jail phone to her ear and texting on her cell phone. The trooper ended Defendant’s attorney time and asked Defendant if she would take the breath test. At 5:21 A.M., Defendant provided a breath test that revealed an alcohol concentration of 0.21.
