Your Complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on July 26th, 2025, at approximately 4:29AM, Owatonna Police were doing downtown parking enforcement when contact was made with MN LIC/RZF744. After vehicle had been moved due to being occupied by a female and male it was determined that the female had an active arrest warrant. Officer Plein informed Officer Malepsy the vehicle he had just passed had an active warrant on the female driver. Officer Malepsy observed a vehicle matching the description Northbound on Elm Avenue near North Street.
Officer Malepsy attempted to catch up to the vehicle. Officer Tomsche was at North Street just West of Hoffman when Officer Malepsy stated the suspect vehicle they were looking for just turned Northbound on Hoffman Drive in front of him. Officer Tomsche followed the vehicle until Officer Malepsy caught up and we confirmed with Officer Plein that MN LIC/RZF744 was the vehicle and the party with the warrant was Kirsten Elizabeth Kane [DOB REDACTED] who was the driver of the vehicle. Officer Tomsche performed a traffic stop on the suspect vehicle on the on-ramp to Interstate 35 Northbound from Hoffman Drive.
Officer Plein placed Kane under arrest for her outstanding warrants and she requested her purse from the vehicle. Officer Plein informed Officer Malepsy that he located methamphetamine inside the purse Kane requested. Officer Malspey tested the substance that Officer Plein located, and it tested presumptive positive for methamphetamine. Deputy Borash and his K9 partner were requested to Officer's location for a sniff of the vehicle. Deputy Borash arrived and performed a K9 sniff. Deputy Borash stated his K9 indicated on the vehicle for the presence of narcotics.
Officer Malepsy returned to the vehicle and searched the front passenger compartment. Officer Malepsy located a baggie of methamphetamine, which field tested presumptive positive with packaged weight of 1.6g and an orange/silver pill container containing packaged weight 0.4g, which tested presumptive positive for fentanyl. PLEASE TAKE NOTICE: Pursuant to Minn. Stat. § 609.49 intentional failure to appear for duly scheduled court appearances may result in additional criminal charges in addition to any arrest warrant that may otherwise be issued by the Court.
