On May 31, 2026, law enforcement officers in the area of Liberal, Kansas, interdicted six kilograms of fentanyl. The fentanyl was in a large speaker box in the trunk of an Audi A4 which was loaded onto a semi- truck trailer. The Bill of Lading documented that the Audi was picked up in Phoenix, Arizona and was to be delivered to [ADDRESS REDACTED] South, Minneapolis, however, this address is actually in the city of St. Louis Park, Hennepin County, Minnesota. The shipper and receiver were both listed as “Rod Summerland” with a designated phone number ("the initial phone number" herein). The unwitting semi-truck driver agreed to complete the delivery of the Audi.
On June 2, 2026, law enforcement coordinated a delivery of the Audi, which still held a representative sample of one kilogram of fentanyl. The initial address of [ADDRESS REDACTED] South technically did not exist, but showed in a field of the Aquila Elementary School. To avoid delivering fentanyl to a school area, law enforcement changed the delivery address to the Kohl’s in St. Louis Park. The semi-truck driver drove the Audi containing the fentanyl to the Kohl’s while law enforcement followed and monitored.
The driver unloaded the Audi into the parking lot and law enforcement disabled the Audi’s battery. At this time, law enforcement text the initial phone number updating the drop location. The initial phone number text back stating “ok, my little brother is on his way. He said about 18 minutes” and provided a new phone number. Approximately 13 minutes later, a black Lexus arrived on scene. An adult male, later identified as ABDULAHI ISSE FARAH, [DOB REDACTED], DEFENDANT herein, was the driver and registered owner.
A second adult male was in the front passenger seat. DEFENDANT met with the semi-truck driver and signed paperwork taking ownership of the Audi. He accepted the key from the semi-truck driver. DEFENDANT then entered the Audi’s driver seat and closed the door. Seconds later, he exited and walked back to the Lexus. He then returned to the Audi to attempt to inspect the trunk, but it would not open due to the disabled battery. DEFENDANT returned to the Lexus. At this time, law enforcement converged and arrested DEFENDANT. The front seat passenger was also detained.
The front seat passenger was found to have $6,100 cash and three phones. DEFENDANT also had three phones. Officers searched the Lexus and found 99.39 grams of field-tested positive fentanyl in the glove box. It appeared as though it had been cut off a larger kilogram sized brick. In a post-Miranda statement, the front seat passenger denied any knowledge of drug activity and reported he was just present because DEFENDANT had asked him to ride with him to get a car. He denied that his DNA or prints would be on the bag of fentanyl in the glove box and consented to a DNA sample.
