On May 21, 2026, Cottage Grove Police Officer was checking the MN BCA Predatory Offender Registration and found that a registrant, Stephen Davaughn Goode, [DOB REDACTED], Defendant herein, whose last registered primary address was in the city of Cottage Grove, Washington County, Minnesota was noncompliant with his predatory offender registration. Defendant is required to register as a predatory offender because of a North Dakota conviction in 55-13-CR-02772/02773 for gross sexual imposition which is akin to a violation of criminal sexual conduct in the third degree and is required to register until at least 4-21-2031. Defendant had failed to return his yearly compliance packet and was marked noncompliant on 5-8-2026. Defendant's last returned verification packet showed his home and work addresses in Cottage Grove.
Officer went to the last registered address and spoke with homeowners. Homeowner 1 said Defendant is married to Homeowner 2's daughter but does not live at the house. Homeowner 2 said their daughter ended things with Defendant via text message and he moved out in January or February 2026. Homeowner 1 said a more accurate date of move out was 11-6-2025 because they helped Defendant move out of the residence and then he was going to a friend's house in North St. Paul. Homeowners provided Officer with the same phone number as the Defendant had registered.
Officer obtained a police report from North St. Paul Police on 5-3-2026 that listed Defendant as a resident in a house there and that he had his own room. Officer then called Defendant. Defendant said he and his wife were divorcing and he had to move out of the Cottage Grove address. Defendant confirmed that he still worked at the same business as registered. Defendant said he was aware of his duty to register and return his annual verification packet. Defendant said he had been living in North St. Paul for less than a month.
Defendant said there had been a lot of things going on and that's why he hadn't updated his registration information. Officer told Defendant to go to the North St. Paul Police department and update his registration information. As of June 9, 2026, Defendant is still marked non-compliant with MN BCA. Based on the nature of the offense as well as continually not updating his registration with law enforcement, the state respectfully requests a warrant.
