On or about April 2, 2026, Minneapolis police were in area of Washington Avenue and Chicago Avenue in Minneapolis, Hennepin County, Minnesota. While in the area, police observed a white Chevrolet Tahoe and conducted a stop on the vehicle for multiple infractions. The vehicle didn't stop immediately but continued to driving after the use of both lights and sirens. Eventually, the vehicle stopped. Police approached the vehicle and observed only one person in the vehicle. The driver was a female, and she appeared to be very nervous and stuck her head out of the driver's window and yelled something to the effect of "And". She became even more nervous and cursed that she just pulled off with the vehicle from somewhere.
She said she didn't have her driver's permit, no form of identification nor could she find the insurance. She claimed someone just got the vehicle back from being at Minneapolis Impound Lot. She said her friend/Owner said that she took the license plate off of the vehicle about 30 minutes prior to the stop. Police identified the driver as CHLOE SHEDIAMOND DAVIS [DOB REDACTED], Defendant herein. Police did not see any license plate on the front or back of the vehicle or inside it. Police were able to confirm the vehicle was stolen by checking the VIN. Police ordered Defendant out of the vehicle.
At this time, Defendant was on the phone and police noticed Defendant locked the doors from police. The Defendant began to conspicuously ignore police indicating that she was delaying her arrest and/or coming up with an escape plan. Again, she appeared very nervous and was talking choppy. Police noticed children in the vehicle. At this point, Defendant fled in the confirmed stolen vehicle at a high rate of speed. Police were able to follow, and this follow lasted for approximately 26 minutes. During this, Defendant varied in how she was driving, slowing to normal traffic speeds, but then also accelerating as if she was fleeing from the police again.
Davis was observed traveling through alleyways in North Minneapolis in an attempt to evade law enforcement vehicles. Minnesota State Patrol Flight Section was unavailable to assist and for the safety of the children inside of the vehicle, the decision was made to not attempt to follow the vehicle. At this time, given Defendant's fleeing conduct, the State requests a warrant issue for Defendant. She is not in custody for this offense.
