On November 3, 2025, at approximately 12:02 P.M., a Trooper was on routine patrol in a fully marked squad car driving eastbound on Interstate 94 near Dale Street in St. Paul, Ramsey County, Minnesota, traveling approximately 70 mph in a 55 mph zone. The Trooper observed a black motorcycle pass him in the center lane going significantly faster then switch lanes between two vehicles. Based on visual estimation, the motorcycle was traveling between 90 and 100 mph. The Trooper effectuated a traffic stop.
The driver, TURNER JUSTIN ANDREWS – [DOB REDACTED], acknowledged that he was driving too fast. ANDREWS struggled to open his insurance application. The Trooper observed the following signs of impairment: overwhelming odor of a consumed alcoholic beverage, bloodshot/watery eyes, incoherent mumbling, and slurred/overenunciating speech. ANDREWS reported that he had three scotch whiskeys the previous evening but felt fine to drive and denied having any alcohol that morning. The Trooper conducted field sobriety tests.
During the horizontal gaze nystagmus test, the Trooper observed a lack of smooth pursuit in both eyes, distinct and sustained nystagmus at maximum deviation in both eyes, and onset of nystagmus prior to 45 degrees in both eyes. During the one leg stand and walk and turn tests, the Trooper did not observe any clues of impairment. ANDREWS declined to provide a PBT sample. ANDREWS was placed under arrest for driving while impaired. The Trooper read ANDREWS the breath test advisory. ANDREWS stated that he understood, did not wish to speak to an attorney, and refused to provide a breath sample.
ANDREWS did not provide a reason for the refusal. After the Trooper transferred custody of ANDREWS to jail staff, he discovered a small bag of suspected narcotics on the backseat of the squad car. The Trooper reviewed the backseat interior squad camera, which showed ANDREWS remove the bag from the right side of his body and place it on the floor in front of him. Presumptive testing yielded a positive result for cocaine with a net weight of 1.3 grams.
