At around 10:20 PM on April 22, 2026, Trooper Dostal saw a group of motorcycles speeding on Interstate 94. Trooper Dostal followed the bikes as they exited at Marion Street. The lead bike did not have a mounted license plate. The bikes went south on Kellogg Boulevard. The lead driver, later identified as LAKYE SOKHOM PENG [DOB REDACTED], looked back at Trooper Dostal before he took the ramp onto Interstate 35E, St. Paul, Ramsey County. Trooper Dostal activated his squad’s emergency light. Peng again looked back at the squad, and he then accelerated to a speed of 140 mph.
Peng fled on Interstate 35E and took Highway 62. Peng reached a speed of 145 mph and continued fleeing. A State Patrol helicopter joined and followed Peng as he wound his way back to [ADDRESS REDACTED], St. Paul, Ramsey County. The helicopter told officers that Peng got off the bike and pushed it between two garages behind [ADDRESS REDACTED]. Officers located and arrested Peng. Peng had a key in his possession when he was arrested. The key started the 2004 Yamaha YZFR1 that Peng had parked. Peng was advised of his constitutional rights and agreed to speak to Trooper Dostal.
Peng admitted he saw the squad and recognized Trooper Dostal was a State Trooper. Peng admitted he saw the emergency lights, but he did not stop. Peng thought he could get away because he had a fast bike. Peng said he was afraid of losing his bike and getting another ticket. He knew he was caught due to the helicopter overhead.
