On or about June 15, 2026, Mille Lacs County Sheriff's Office Deputy Justin Boser was made aware of a noncompliant Predatory Offender, identified as Carl Lee McCurdy, [DOB REDACTED], the Defendant herein, whom Mille Lacs Tribal Police have been dealing with for approximately two weeks. Tribal police advised that the Defendant has had several law enforcement encounters and has been known to live in the woods near the Mille Lacs Grand Casino, in the City of Onamia, County of Mille Lacs. Deputy Boster was informed that the Defendant failed to register his homeless status with Mille Lacs Tribal Police or the Mille Lacs Sheriff's Office.
Deputy Boster attempted to locate the Defendant, but after checking multiple areas within the Onamia area, the Defendant was not located. Also on or about June 15, 2026, Deputy Kyle Starr responded to a suspicious activity complaint near 320th Street and 100th Avenue, in the City of Onamia, County of Mille Lacs. The complainant stated that a male individual was walking on 100th Avenue howling at houses. Upon arrival, Deputy Starr observed a male walking with two backpacks. Due to being previously advised by Deputy Boster to be on the lookout for the Defendant, Deputy Starr made contact with the male individual walking and asked him his name.
The male individual identified himself as the Defendant. Deputy Starr placed the Defendant under arrest for failing to register his arrival in Mille Lacs County and the area in which he was staying. Upon arrival at the Mille Lacs County Jail, Deputy Starr read to the Defendant his Miranda Rights. The Defendant agreed to speak with Deputy Starr. The Defendant stated he was dropped off in Mille Lacs County, near the casino, approximately a week and a half ago. The Defendant admitted that he failed, as a Predatory Offender, to register where he was staying with law enforcement in Mille Lacs County.
The Defendant also admitted that he knowingly violated the registration requirement. The Defendant was previously convicted of violating 243.166.5(a). See 02-K5-06-013663.
