On Monday, December 22, 2025, St. Anthony Police Department Officer Kiel Rushton (hereinafter, "Officer Rushton") was on routine patrol in the City of St. Anthony, County of Hennepin, at 1:59 P.M., in squad 6911 and was heading Northbound on Silver Lake Road from 29th Avenue, when he observed a black Cadillac, which he immediately recognized from approximately 2 weeks prior, in which he observed a male driver, who also appeared to be driving on December 22, 2025, who showed a driving status of: "CANCELED- IPS". Two-weeks prior, the driver and Officer Rushton locked eyes and the male's facial expression turned from calm to one of panic, so Officer Rushton ran checks.
Upon receiving a DL status response, Officer Rushton turned around, but the vehicle was nowhere to be seen and Officer Rushton suspected he had fled the area at a high rate of speed after seeing Officer Rushton and his fully marked patrol squad. Officer Rushton observed the front license plate to be: Minnesota License Plate No.: DKD074, and ran checks, which showed the Registered OWner as: DANIEL CRAIG ZGODAVA, [DOB redacted], (hereinafter, "Defendant"), to have a Canceled-IPS status. This was clearly the same Cadillac from 2 weeks prior and Officer Rushton turned around and initiated a traffic stop by activating his emergency lights to signal the driver to stop, which he did just South of 29th Avenue, still on Silver Lake Road.
Officer Rushton approached and the Defendant (driver) was clearly Daniel Zgodava. Officer Rushton asked him why he was driving after his license status changed to Canceled-IPS, and the Defendant stated he was just going back and forth to work. Checks confirmed Defendant's DL status. Officer Rushton obtained a phone number for the Defendant and confirmed his home address as current. The Defendant shows to be on probation as well. Officer Rushton arrested the Defendant and released him pending a formal complaint.
St. Anthony Police Department has not yet received new "PLATE IMPOUND" stickers from the Department of Public Safety and Officer Rushton did not remove the license plates. The Defendant was advised to remain parked and not to drive. This case was sent to investigations to be submitted for charging consideration for violation of MN Statute 171.24.5 - Driving after Cancelation as the Defendant's driving status was canceled, and he had clearly been advised of such a status change, and upon a public street operating his own vehicle after the cancelation.
