On April 2, 2026 at approximately 2:52am Officer Milinkovich observed a 2014 grey Ford Fusion with MN Lic: SPX 794 exit the parking lot of the Holiday gas station located on Eagle Creek Blvd in Shakopee, Scott County Minnesota. Officer Milinkovich observed this vehicle was registered to J. E. B. J. E. B was showing an unconfirmed warrant out of Scott County Minnesota. This warrant would later be confirmed as active. Officer Milinkovich followed the vehicle and observed several driving infractions such as: failing to maintain a single lane, drift to the right-hand shoulder, and weaving.
A traffic stop was initiated at that time. Officer Milinkovich making contact with the driver was identified as J. E. B. Two other occupants were also inside the vehicle. The front seat passenger was identified as RANDOLPH BRADLEY EYRE, [DOB REDACTED], hereinafter referred to as Defendant. The rear passenger was identified as S. L. E. While speaking with the occupants in the vehicle Officer Milinkovich observed them all to show sings of narcotic use. The signs J. B. E showed included rapid speech and dirty fingertips.
Defendant had dirty fingertips, loss of teeth, scabs, and disheveled appearance. J. B. E. Was removed from the vehicle and arrested pursuant to his active Scott County Warrant. During this process Officer Milinkovich also observed several blow torches and plastic bags. The officer from training and experience knows that these items, along with the signs demonstrated by Defendant and J. B. E., represent signs of narcotic use and possession. Officer Milinkovich request a K9 unit to the scene to execute a sniff test on the vehicle.
After the K9 made a positive alert on the vehicle a search was conducted. During this search the following items were located. In and around the driver's seat was a broken, used bubble pipe with white residue, blow torches, used plastic bag, and white powdery ball near a broken glass bubble pipe that was consistent with fentanyl. This ball later tested positive for fentanyl and weighed.2g. Found in the sunglasses case near the sunroof was a plastic bag that contained white crystalized rock(s) consistent with methamphetamine.
This was later tested positive for methamphetamine and weighed 1.4g. Inside the center console were multiple small glass jars with white residue. Inside the glove box was a cereal bowl that had a broken bubble pipe and white crystalized rock(s) consistent with methamphetamine. This later tested positive for methamphetamine and weighed.8g. A used bubble pipe was found in the rear passenger's compartment. Drug paraphernalia was found throughout the vehicle as well. A criminal history check on Defendant shows previous narcotic convictions on his record.
