On or about September 4, 2025, Carlton County Sheriff’s Deputy Skurla was on routine patrol near the Black Bear Casino in Twin Lakes Township, Carlton County, MN. At approximately 2:44 A.M. Deputy Skurla observed a 2006 Buick Lacrosse with no license plates leaving the Black Bear Casino parking lot and bearing east on Hwy 210 toward the Carlton Kwik Trip. Deputy Skurla initiated a traffic stop as the Buick parked in the Kwik Trip parking lot. On approach, Deputy Skurla identified the driver as Daniel Prescott Jackson [DOB REDACTED], hereafter Defendant.
Also in the vehicle was a female passenger identified as Julie‐Ann Geraldine Eckart [DOB REDACTED]. While speaking with Defendant, Deputy Skurla observed what he described as a fresh roll of tinfoil on the floor in front of the driver’s seat, as well as a butane torch in the center console. Deputy Skurla asked Defendant to step out of the vehicle to discuss the license plates and address proof of insurance. While speaking with Defendant at his squad, Deputy Skurla asked Defendant about the tin foil and torch he had observed.
Defendant admitted that both were for when he uses controlled substances. Deputy Skurla then asked permission to search the vehicle, and Defendant did not give consent. Based on his training and experience, Deputy Skurla called in Carlton County Sheriff’s Deputy Hansen to perform a K9 sniff of the vehicle. While waiting for Deputy Hansen to arrive, Ms. Eckart informed Deputy Skurla that there was some loose cannabis sitting on the dashboard. Deputy Skurla then looked through the windshield of the Buick and observed the cannabis.
Based on the improperly packaged cannabis, Deputy Skurla cancelled the K9 sniff and performed a search of the vehicle. During the search Deputy Skurla located various indicia of drug activity, including scales, needles, pipes and burnt tinfoil. Defendant told Deputy Skurla that there may be some Suboxone in the vehicle as well. Deputy Skurla then located a prescription pill bottle with the name removed. In the bottle were 2 ½ pills suspected to be Suboxone. A reference to the drugs.com pill identifier preliminarily identified the pills as buprenorphine hydrochloride 8mg/naloxone hydrochloride 2mg, commonly known as Suboxone.
Suboxone is a schedule III controlled substance.
