1. Your complainant is employed by the Coon Rapids Police Department. In that capacity, complainant has reviewed official police reports and has learned substantially the following: On November 27, 2025, at approximately 9:52 P.M., Officer Buresh was dispatched to [ADDRESS REDACTED], Coon Rapids, Anoka County, Minnesota, regarding a suspicious vehicle flashing their lights at the reporting party. On arrival, the officer observed a vehicle in a snowbank in the parking lot. The officer approached the vehicle and identified the driver as Alyssa Marie Valenoti, [DOB REDACTED], the defendant herein.
Defendant did not appear to know what was going on or where she was. The officer recalled defendant from a previous call where residents reported she had drank nearly a liter of alcohol earlier. In speaking with defendant, the officer detected an odor of alcoholic beverage coming from defendant. Defendant displayed glossy and water eyes and slurred speech. Defendant showed balance and motor skills impairment on the following field sobriety tests: horizontal gaze nystagmus; walk and turn; one‐legged stand.
Defendant refused to provide a PBT test at the scene. Based on the officer's training, experience, and contact with defendant, the officer was of the opinion that defendant was under the influence of alcohol, and the officer placed defendant under arrest for that offense. 2. After being read a Minnesota Breath Test Advisory, and being given an opportunity to consult with an attorney, defendant refused to submit to breath testing. 3. Complainant has reviewed documents pertaining to defendant's Minnesota driving record which reveal that defendant's Minnesota driving privilege was revoked for alcohol‐related incident(s), and/or defendant was convicted of impaired driving offense(s) from incident dates as noted in the following table.
