On January 18, 2026, at approximately 8:52 P.M., Wright County Deputy Kyle Phillips was on routine patrol when he was dispatched to a report of a single vehicle motor crash occurring on MN State Hwy 55 and the Intersection of Gabler AVE SE in Rockford Township, Wright County, Minnesota. Upon arrival, Dep. Phillips observed the driver, later identified by his Minnesota Driver's License as RYAN BRADFORD BLOMQUIST, [DOB REDACTED], hereinafter the defendant, to have been in a single vehicle collision with a retaining wire causing disabling damage to his Red 2026 Tesla Model Y. While speaking with the defendant, Dep.
Phillips observed him to have heavily slurred speech, watery bloodshot eyes, as well as uncoordinated and erratic motor functions. Dep. Feenstra arrived to assist and immediately observed a very strong odor of consumed alcohol coming from the defendant. He refused to identify himself or exit the vehicle despite being asked by Allina Ambulance and deputies numerous times. He also exhibited agitation and confusion regarding the crash. The defendant’s hands had to be physically removed from his grip on the steering wheel, and when Dep.
Feenstra started to unbuckle his seatbelt, the defendant pushed him away and it ultimately took two deputies to unbuckle him. The defendant was eventually removed from his vehicle by Deputy Feenstra and Deputy Phillips and escorted to the ambulance. During this time, he dropped his weight and fell to the ground, refusing to stand up. The defendant was swatting, pushing and kicking towards the above parties while being restrained to the stretcher. During this time, the defendant gathered blood, saliva and vomit in his mouth and spit into the faces of Deputy Feenstra and Allina EMS Pederson.
A spit-hood was placed on the defendant and he was transferred to Buffalo Allina Hospital. Minnesota State Patrol responded to the scene and investigated the driving while intoxicated and crash portion of this incident. Trooper Vossen obtained a signed search warrant for a chemical test from the Honorable Judge Kaminsky. A copy of the search warrant was presented to the defendant while unconscious and he was advised it was a crime to not comply with the warrant and provide a chemical test. He was unconscious and made no indication he was refusing the test.
Trooper Vossen broke the seal on the blood kit and confirmed there was white powder preservative in both vials. As a certified phlebotomist, he obtained a blood sample for a vein in the antecubital area of the defendant’s left arm at 10:25 P.M. After being was examined by hospital staff and regaining consciousness, the defendant was released with no apparent injuries at 12:51 A.M.
