Probable Cause
The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On December 23, 2024, at shortly before 2:00am, St. Paul Police on patrol observed a small buggy traveling westbound on Magnolia Ave. Near Hazelwood St., St. Paul, Ramsey County. It had no registration on its rear and is not permitted on city streets. Officers were able to see the driver as he passed them. Officers turned around and activated their squad emergency lights to initiate a traffic stop.
Rather than stop, the buggy continued and then turned onto a small trail near Barclay, several blocks away. Officers circled to the other end of the trail, but the buggy turned around. It got slowed by snow, and by the time it reached Magnolia and turned east, more officers had arrived. At Hazelwood and Magnolia – where the buggy had first been seen – it was finally stopped. It was confirmed to lack a registration or serial number. The driver was identified as the defendant, THOMAS JOSE SALINAS ([DOB REDACTED]). He was confirmed to be the person that officers had seen driving earlier.
There was a passenger who said that he owns the buggy; he said that he had been attempting to convince the defendant to stop. SALINAS was participating in pre-charge diversion but was unsuccessfully discharged on February 5, 2026.
