In January of 2026, Agent Charles O'Donnell ("Agent O'Donnell") of the Southwest Metro Drug Task Force received information from the West Hennepin Drug Task Force about drug activity occurring at PRS Towing, a business located at [ADDRESS REDACTED] in Shakopee, Minnesota. Agent O'Donnell specifically learned that an individual, Aaron George Judish, [DOB REDACTED] (hereinafter "DEFENDANT"), owns the business and was selling drugs from the location. Agent O'Donnell also learned that DEFENDANT drove a black tow truck bearing MN license plate PU1127 and that DEFENDANT has been known to give his employees meth instead of payment.
Based upon this information, Agent O'Donnell began conducting surveillance of the business and confirmed DEFENDANT and DEFENDANT's vehicle matched the information given by the West Hennepin Drug Task Force. Ultimately, due to subsequent investigation over several weeks, law enforcement learned that DEFENDANT'S girlfriend "Darhyl" (fully identified in law enforcement reports and hereinafter referred to as "D. R. M."), had several outstanding felony warrants and was residing with DEFENDANT at the business.
As a result, the Drug Task Force applied for and was granted a search warrant for the business. On March 25, 2026, at approximately 1:10 P.M., the Drug Task Force executed a search warrant for PRS Towing in the City of Shakopee, Scott County, Minnesota. DEFENDANT and two employees then left the business. Southwest Metro Drug Task Force Agents and Shakopee Police then cleared the business in search of D. R. M., but she was ultimately not located. However, while searching for D. R. M., Agent O'Donnell located both white residue and a straw, which were indicative of illegal narcotics use, and a rifle bullet.
Based on these discoveries, Agent O'Donnell advised all law enforcement officers on scene that they would be freezing the scene while Agent O'Donnell applied for an additional warrant to search PRS Towing for any additional narcotics, ammunition, and firearms, and permission to obtain a DNA buccal swab from DEFENDANT. The additional warrant was issued, and agents began searching PRS Towing. The following items of evidentiary value were located in the upstairs bedroom area of the business: A 7.62 bullet on the desktop.
A Tupperware container with meth in the top left desk drawer. Several bags with suspected methamphetamine in a black zippered bag under the desk. Suspected methamphetamine in a black magnet case on the desktop. A pill container with Busiprone pills with the name “Penny Harvey”. The 7.62 bullet was on the same desk where the methamphetamine was found and in close proximity to the methamphetamine. Several of the bags of suspected methamphetamine were field tested by Officer Filan on scene and revealed a positive indication for methamphetamine.
There were several small baggies and scales in the bedroom area that were indicative of drug sales. Pictures were hanging on the wall of D. R. M., and several pieces of mail with DEFENDANT'S name on them. Agent O'Donnell read DEFENDANT his Miranda Warning. DEFENDANT stated he understood his rights and agreed to speak with law enforcement. DEFENDANT stated the following: DEFENDANT stays in the bedroom area of the business because it is a 24-hour business.
