While conducting an investigation on a separate matter, Shakopee Police Officer Dustin Filan reviewed a traffic stop that took place on December 29, 2024, in the city of Shakopee, Scott County, Minnesota. Shakopee Police Officer Jonathan Wiseman ("Officer Wiseman") conducted a traffic stop on a 2003 tan Dodge van bearing MN license plate KUX424. The vehicle was registered to ALD Towing. The driver of the vehicle was positively identified as Jerome William Darkow, [DOB REDACTED] (hereinafter "DEFENDANT"). DEFENDANT was hauling a trailer, the vehicle had stopped in a multi-lane left-turn lane, and the trailer was blocking both lanes of traffic.
There was no signal activated until DEFENDANT began turning left. Officer Wiseman stopped the vehicle, approached, and made contact with DEFENDANT, who was positively identified as the driver of the vehicle. DEFENDANT informed Officer Wiseman that his license status was revoked, which it was. Unbeknownst to Officer Wiseman at the time of the traffic stop, the trailer was previously reported as a stolen trailer from a related ICR 25001870. The trailer was not recovered at the time of the traffic stop, but pursuant to significant and multi-jurisdictional efforts and investigation throughout January of 2025, the trailer has since been recovered.
During this traffic stop, DEFENDANT was in possession of a stolen trailer, and pursuant to efforts in recovering the trailer, a criminal history search of DEFENDANT revealed a prolific criminal history of theft-related offenses, several involving the exact same stolen trailer DEFENDANT possessed during the traffic stop. The stolen trailer was purchased for $1,500.00. PLEASE TAKE NOTICE: Pursuant to Minn.
