Your complainant is employed by the Fridley Police Department. In that capacity, complainant has reviewed official reports and has learned substantially the following: On November 2nd, 2025, at approximatley 5:17 P.M., law enforcement was dispatched to [ADDRESS REDACTED] NE, in the City of Fridley, County of Anoka, on the report of a physical domestic. When law enforcement arrived they made contact with the victim, [NAME REDACTED] initials V. S. J., who appeared upset and was holding an ice pack on the left side of her forehead.
V. S. J. Stated the the father of her children, Raul Alberto Bernal [DOB REDACTED], Defendant herein, was at the residence to charge his phone. V. S. J. Stated while Defendant was at the residence they got into an argument. During the argument V. S. J. Tried to get up and leave the room they were in. Defendant then grabbed V. S. J. By the shirt and hair and threw her to the ground. While on the ground Defendant used his legs to forcibly slam her head on the ground. V. S. J. Also stated Defendant scratched her on the face.
Defendant then left the residence. A short time later Defendant came back to the residence. Defendant was trying to gain access to the house through a bathroom window. V. S. J. Attempted to close the window but Defendant forced it back open and grabbed V. S. J.'s arm. And was trying to pull her through the window. During this, a minor child [NAME REDACTED] in the reports, hereby referred to as Child A, entered the bathroom. Child A attempted to help V. S. J. During this altercation. Defendant scratched Child A multiple times on the left arm.
During the altercation the window was broken out of frame. V. S. J. Estimated the cost to repair the window was $800 to $1000 dollars. Child A gave a statement to law enforcement. Child A indicated Defendant is not their father, but they have lived together in the past. Child A indicated assaults like this have happened in the past and after Defendant would attack V. S. J. They would also attack Child A. During the assault, there was also another child [NAME REDACTED] in the reports, hereby reffered to as Child B. Child B is the child of Defendant and V. S. J. And witnessed some of the assualt.
