On January 5, 2026, at approximately 8:34 pm, Officer Christenson was on routine patrol near 4th St SE and 4th Ave SE in Rochester, Olmsted County, Minnesota when observed a silver minivan driving eastbound without any headlights illuminated. The minivan turned into a gas station parking lot and Officer Christenson initiated at traffic stop. Officer Christenson verbally identified the driver of the vehicle as ANDRE DWAYNE YOUNG [DOB REDACTED]. While Officer Christenson was speaking to YOUNG, he observed YOUNG had constricted pupils for the lighting conditions.
Officer Christenson also observed YOUNG had fast, rapid speech. Officer Christenson could also smell the mild odor of burn marijuana emitting from the vehicle. Officer Christenson asked YOUNG to step out of the vehicle. Officer Christenson asked YOUNG about recent controlled substance use and YOUNG stated he used methamphetamine approximately two days prior and marijuana earlier on January 5, 2025. Officer Christenson then administered standardized field sobriety testing. Officer Christenson observed zero signs of impairment during the horizontal gaze nystagmus test.
He observed lack of convergence in YOUNG’s left eye. Officer Christenson administered the Modified Romberg Test. Officer Christenson observed YOUNG’S eye lids flutter during the test and YOUNG estimated the passage of 30 seconds in 17 seconds. YOUNG’s pulse rate was 98 beats per minute. Officer Christenson took YOUNG into custody for a DWI and searched YOUNG’S pockets prior to placing him in the squad car. Officer Christenson located a metal canister in YOUNG’S front left pants pocket. Inside the canister, Officer Christenson located two small clear baggies with a white crystalized substance.
Officer Christenson transported YOUNG to the Olmsted County Adult Detention Center (ADC). Officer Christenson completed a search warrant for a sample of YOUNG’S urine or blood, which was approved. YOUNG was informed of the warrant and YOUNG agreed to provide a blood sample. Officer Christenson completed the blood draw, and the sample was sent to the MN BCA for further analysis. Officer Christenson tested the white crystalized substance, and it tested presumptively positive for methamphetamine. The weight of the substance was 6.41 grams with packaging.
