On August 20, 2025, Minneapolis Airport Police responded to Enterprise Rental Car Company on report of two rental car thefts. The reporting party, J. C., an Enterprise area manager reported that two vehicles were rented by CHARMAIN FELICIA DUNCAN, Defendant herein, and neither of them were returned. Both vehicles that the Defendant rented were 2025 GMC Sierra 1500 pickup trucks. The trucks were rented on August 9, 2025, and August 10, 2025, and supposed to be returned on August 11, 2025. The Defendant also rented a Toyota Tacoma, however, that third truck was returned.
Enterprise reported the two GMC trucks as stolen once the return window passed and one of the trucks was GPS pinging in Mexico. The rental contract forbids removing the rental vehicles from the United States of America. CCTV footage showed the Defendant at the rental counter on August 9, 2025, renting both vehicles. On November 21, 2025, Officers executed a search warrant at the Defendant's address where she and her significant other A. K. Were present. The Defendant stated that she was contacted by a male known as "Big T" on Facebook.
The Defendant agreed to rent "Big T" pickup trucks, and he was to pay for her realtor license courses in return. After renting the vehicle for "Big T," the Defendant delivered them to "Big T" at Target in Richfield with the assistance of A. K. As a second driver. The Defendant no longer had his contact information as she and A. K. Had begun dating and the Defendant stated she deleted "Big T" from her phone. The Defendant stated that she has rented vehicles for people in the past; "Big T" did not have a driver's license so he could not rent the vehicles; she has received a bill for the vehicles from Enterprise; and was confused why she would be liable for the vehicles not being returned because she paid for the rental insurance.
The Defendant also stated that she rented the Toyota Tacoma but returned it because "Big T" needed a full-size pickup truck. Officers conducted a cellphone examination of the Defendant's two cell phones where they located photos of the two GMC trucks that were not returned as well as the Toyota Tacoma that was returned. Officers also located rental reservations and rental contracts with the Defendant as the contact person; location and mapping of the vehicles being driven to Target in Richfield; messaging between the Defendant and A. K., messaging between the Defendant and her brother referencing the rental vehicles and her asking "Got somebody that wanna make a few dollars and drive"; and, a voicemail from Enterprise advising the Defendant she did not return the vehicle and it was going to be reported stolen.
The Defendant is currently out of custody.
