On or about September 6 2025 at 3:07 P.M., officers with the Minneapolis Police responded to the intersection of 22nd Ave N and 4th St in Minneapolis, Hennepin County, Minnesota, for a report of a domestic assault. In the 911 call, the caller reported that her ex-boyfriend Charles Winston, [DOB REDACTED], Defendant herein, had assaulted her. The caller provided a description and stated the Defendant was last seen walking eastbound on 22nd Ave North. Upon arrival, officers spoke with the reporting party who was the Victim.
She stated that the Defendant and her were in a previous romantic relationship. That day, Defendant had seen the Victim hugging a male friend at a nearby establishment. The hug upset the Defendant and started an argument between Victim [NAME REDACTED]. During the argument the Defendant punched the Victim 8-10 times in the face, causing the victim [NAME REDACTED]. After the Defendant was done punching her, he used his forearm across her throat and pushed himself against a vehicle creating more leverage to choke her.
The Victim [NAME REDACTED] had difficulty breathing while being choked. On October 22nd, Officers followed up with the Victim [NAME REDACTED]. She confirmed that she and the Defendant had been in a romantic relationship for two years. She confirmed that her previous report was accurate. She confirmed that she received a black eye and nosebleed from the incident. She attempted to seek medical attention after the incident but left after not being seen following a 1 and a half hour wait. The Defendant is not in custody on this charge.
