On April 17, 2025, at approximately 5:03 A.M., officers had prior knowledge that SHAY LATAY CHARLESTON’S [DOB REDACTED] driver’s license status was revoked. Officers saw CHARLESTON in the driver’s seat of a Pontiac G6 in the area of [ADDRESS REDACTED], Saint Paul, County of Ramsey. The vehicle was parked and not running. CHARLESTON was the only occupant. There was an open bottle of alcohol on the passenger seat. Suspected drugs were observed in plain view inside the vehicle. CHARLESTON was asked to exit the vehicle.
She said she smoked crack cocaine approximately an hour earlier, but did not drink alcohol. CHARLESTON was arrested for DWI. The vehicle was searched. Small crystalline shards were found inside the vehicle. Inside the vehicle, there were open bags of marijuana, multiple crack pipes with burn marks and residue, and butane torches. An officer obtained a search warrant for a sample of CHARLESTON’s blood or urine. A sample of CHARLESTON’s urine was obtained on April 17, 2025 at 6:45 A.M. Officer Daly conducted presumptive tests on suspected drugs.
