On January 16, 2026, Deputy Holum learned that Deputy Mattson had conducted a traffic stop in Itasca County on a vehicle registered to K. L. M. Deputy Mattson initiated a traffic stop due to the vehicle failing to signal 100 feet before turning and due to an obstructed license plate. Deputy Mattson identified the driver as K. L. M. Quincy Eugene David Hight was identified as a front seat passenger of the vehicle. The traffic stop was initiated at approximately 12:01 A.M. On January 16, 2026. Deputy Holum is familiar with Hight through his position as a member of AIM VCET. Within the past two months the task force has been conducting narcotics and firearms investigations involving Hight.
Deputy Holum was informed that the vehicle smelled like marijuana. It was requested that Deputy Holum respond to conduct a vehicle sniff with the use of his K9 partner Tikka. K9 Tikka is a certified narcotics detection K9 through the National Police K9 Association for the following substances: cocaine, methamphetamine, and heroin. K9 Tikka has shown to be reliable through training and certifications of those substances. Deputy Holum arrived on scene and conducted an exterior vehicle sniff with K9 Tikka.
K9 Tikka began the exterior vehicle sniff at the driver's side rear bumper. When K9 Tikka arrived and sniffed the driver's door of the vehicle, she showed a change in behavior. Specifically, K9 Tikka indicated by sitting at the driver's door of the vehicle. K9 Tikka was then placed back into Deputy Holum's vehicle. Deputy Holum spoke with Hight regarding the K9 indication. Deputy Holum advised that he would be conducting a search of the vehicle. Hight then said that N. A. Gave him a ''tool.'' Hight said that it was located in the bag in the back.
Hight went on to say that there was a gun and that it was an old.22 handgun. Deputy Holum asked Hight if there were any needles or drugs, and Hight said no but advised that there were baggies with residue. Deputy Holum asked if the backpack containing the gun belonged to him and Hight stated that it belonged to N. A. Deputy Holum searched the back seat of the vehicle. Deputy Holum located a black draw string bag on the ground behind the center console. Inside the bag, Deputy Holum found a Ruger MK II.22 caliber handgun.
Additionally, the bag contained a prescription bottle with part of the label torn off of it. Inside the bottle were miscellaneous pills including one Lisdexamfetamine Dimesylate 70 mg, a Schedule II Controlled Substance; two Amphetamine and Dextroamphetamine extended release 20 mg pills, a Schedule II Controlled Substance; and Amphetamine and Destroamphetamine 30 mg pills, a Schedule II Controlled Substance. Also located inside the bag was a prescription bottle with a label for Quincy Hight, a black digital scale with suspected methamphetamine residue, a Minnesota EBT card belonging to Quincy Hight, two hypodermic syringes, and a straw with suspected methamphetamine residue and other drug paraphernalia.
