M., Winona Police Officers (Officers) were dispatched to a suspicious call at a business located in the City and County of Winona, Minnesota. The caller reported he received a call about a student being held against her will in a vehicle with a broken windshield. When Officer arrived at the scene, he observed a vehicle with a broken rear windshield on the northwest side of the parking lot bearing a Minnesota license plate. Officer contacted the vehicle’s owner (Victim 1). Victim 1 reported he was selling the camper that was parked next to the vehicle to Susan Louisa De Herrera, [DOB REDACTED] (Defendant). Victim 1 stated Defendant’s boyfriend had dropped Defendant off at the camper so she could start cleaning it.
Victim 1 reported he briefly left to buy a power inverter so he could provide electricity to the camper while Defendant cleaned it. Victim 1 stated when he returned to the camper and set up the inverter, he used a wooden baseball bat to prop the car hood up for the inverter. Victim 1 then went inside the camper and observed Defendant and her boyfriend in a verbal altercation. Victim 1 stated Defendant was asked to leave but refused to do so. Victim 1 stated he then pushed Defendant out of the camper which led to a scuffle.
Victim 1 stated Defendant had ripped off his necklace and ripped the collar of his shirt. Defendant then went to Victim 1’s car and grabbed the bat which caused the hood to slam. Victim 1 informed Officers that Defendant swung the bat against the rear windshield of his car causing it to shatter. Defendant then got into her boyfriend’s vehicle, and they drove off. The estimate to replace the rear windshield was $759.42. Later that day at approximately 5:58 P.M., Officers were dispatched to another local business located in the City and County of Winona, Minnesota, regarding a female subject breaking the rear window of a black Ford Escape bearing a Minnesota license plate.
The caller (Witness) reported he watched a woman with a darker complexion and black hair wearing a black dress break the window with something that was possibly maroon in color. Witness told Officers he last saw the woman walking with a male around the recreation club. The female subject was later identified as Defendant. Officer parked in the area of the club and was told by Defendant’s boyfriend (Victim 2) that Defendant was inside the club. When Officers entered the club, they observed Defendant yelling at a staff member.
Victim 2 reported he was exiting his residence when he was approached by Witness. Witness asked him if he knew who owned the 2 ••-CR-••-•••• Filed in District Court State of Minnesota 12/18/2025 black Ford. Victim 2 told Witness he was the owner and asked Witness if he knew who broke the windshield. Witness pointed at Defendant who was walking towards them on the sidewalk. Victim 2 stated he then followed Defendant and waited for Officers to arrive. Victim 2 reported that Defendant was his ex-girlfriend, explaining they broke up approximately one month ago.
