On December 6, 2025, around 11:34pm, Coon Rapids Officer Soine was on patrol when he observed a vehicle acting suspiciously at the Kwik Trip. While following the vehicle, he observed several traffic violations, including multiple failures to properly signal a turn, and what he believed to be suspicious and evasive driving. He conducted a traffic stop near Springbrook Dr NW and 90th Ave NE in Coon Rapids, Anoka County, MN. Officer Soine identified the driver via her MN DL as JACKIE LYNN JENSON [DOB REDACTED], Defendant herein.
He noticed that her eyes were bloodshot and watery, with pinpoint pupils. When asked about them, she said she had been crying. Officer Soine recognized the male passenger as Stephen Helin and was aware of several prior contacts with him and/or Defendant involving drugs. Officer Soine also observed several prescription pill bottles in plain view, which Defendant claims were prescribed to her. Officer Soine then requested that a DWI officer and a K9 unit be dispatched to the scene. Upon arrival, the K9 conducted a drug sniff and alerted to the vehicle.
Officer Soine searched the vehicle and located a few small shards of what he believed to be methamphetamine and a small amount of marijuana in an illegal container. Officer Ali conducted field sobriety tests with Defendant and believed she was under the influence of a controlled substance. During the booking process at the jail, deputies found a small plastic bag containing a white crystalline substance in her wallet. It field-tested positive for methamphetamine, which was later confirmed by the lab test.
It weighed 1.253 grams. Defendant is not in custody as of the filing of this complaint. The State requests a complaint summons and that this case track with her other pending matter (••-CR-••-••••), scheduled for a hearing on 2/18/26 at 1:30pm.
