On 11/17/2025 at approximately 0245 hours, an on-patrol Officer observed a vehicle traveling at a high rate of speed on Victory Memorial Parkway in Robbinsdale, Hennepin County. The Officer began to follow the vehicle and, using the squad vehicle’s radar, was able to lock in the vehicle’s speed at 50 MPH in a 20 MPH zone. Based on this observation, the Officer initiated a traffic stop. Once the vehicle was pulled over and the Officer began to approach it on foot, the vehicle fled at a high rate of speed.
The Officer then began to pursue the fleeing vehicle, but ultimately lost sight of it. The Officer placed a KOPS alert for the vehicle. On 11/19/2025, the vehicle was located by Fridley Police Officers. Fridley Officers identified the driver of the vehicle as Treshawn Davonte Smith-Jones, [DOB REDACTED], Defendant herein. Fridley Officers arrested Defendant on other charges not relating to the flee that occurred on 11/17/25. Officers located Defendant’s cell phones in the vehicle. Officers observed that the registered owner of the vehicle was F. B. B. Officers contacted F. B. B. Who stated that she rents out her vehicle using TURO. F. B. B. Stated that the vehicle was rented out on the date of the flee and provided the rental information.
Officers then subpoenaed the rental information from TURO and received the records on 03/06/2026. The records show that the vehicle was rented by a known adult female, I. O. T., Witness herein. The records show that Witness messaged F. B. B. On 11/19/2025 stating that the vehicle was taken out of her possession forcefully by another individual and that this individual was later arrested. Officers conducted an interview with Defendant on 03/04/2026. In a post-Miranda statement, Defendant stated that the vehicle was rented by Witness whom he is acquainted with.
Defendant denied being in Robbinsdale at the time of the flee. Defendant stated that he had inadvertently left his phone in the vehicle and that it was in the vehicle at the time of the flee. Defendant provided his phone numbers for the phones located in the vehicle. On 03/06/2026, Officers made contact with Witness. Witness stated that she has no knowledge of who was driving the vehicle at the time of the flee. Witness stated that only she and Defendant had access to the vehicle. Witness stated that Defendant took the vehicle from her on the date of the 11/19/26 incident because he does whatever he wants.
On 03/16/2026, Officers received Defendant’s phone records from AT&T. The phone records show that Defendant’s phone was in the area of the initial traffic stop on 11/17/26, and that the phone had significant cell usage during the time of the flee. Defendant’s whereabouts are unknown. A warrant is requested to ensure his appearance.
