On or about July 30, 2025, the Minnesota Human Trafficking Task Force conducted an undercover juvenile demand suppression operation in the City of St. Paul, Ramsey County, State of Minnesota. Law enforcement created an advertisement for commercial sex for one female and posted it on numerous websites commonly used for the purchase of commercial sex. During the operation, a male identified as Tura Sultan Hassen ([DOB redacted]), Defendant herein, contacted the number on the ad and asked if she was available for “incall”. The Defendant was told yes and that it would cost “250 for hr, 175 for hhr and 100qv”. The Defendant responded “I want the 1 hour full service” meaning one hour of sexual intercourse for $250. The Defendant was asked his age and race and the decoy responded with “Ok, Im wht and 16”. The Defendant responded “What?
You are not at legal age luv” and “Did you mean 18 as it says on your page? Cuz no one wants to get in trouble with law here”. The law enforcement decoy responded “No, I’m 16. I hv to lie in my ad bc it wont let me post my real age. If thats a dealbreaker I understand”. The Defendant responded about it being a legal issue and him being charged with felony rape, finally asking “[c]an you guarantee that I won’t get it trouble?”. The decoy responded “Im not the cops so ur good baby” to which the Defendant replied, “[o]k. I will risk it”. The Defendant then asked for a half-hour instead and was told “30 min is 175. U cool with that?” to which he replied “[y]es”. The Defendant was asked if he had condoms and he replied that he did.
The Defendant asked for the address and was provided a pre-determined location, located in the City of St. Paul, Ramsey County, State of Minnesota. At approximately 2:32 P.M., the Defendant arrived at the location and was taken into custody. During a search of his person, officers located $180 in cash, a condom and a cell phone. Officers sent a verification text code to the phone number they were communicating with attempting to purchase sex and they observed the code on the Defendant’s phone.
