On April 9, 2026, at approximately 12:54 PM, Officer Yahye Noor along with other officers were dispatched to a suspicious person/vehicle at 1813 7th St NW in the City of Faribault. Dispatch advised that the suspect vehicle had pulled into the parking lot about 20 minutes ago. It was a white Toyota Tundra pickup with some damage to the front end of the vehicle. Dispatch also advised that there was one lone occupant of the vehicle, a male who is still in the vehicle on the passenger side of the car.
The male subject looked like he may be sleeping now. Dispatch also advised that the vehicle was parked closer to the house on the property. Upon arrival, Officer Noor located the white Toyota Tundra pickup. Officer Noor approached the vehicle and located a male sitting in the passenger seat sleeping. Officer Noor could smell the odor of alcohol coming from within the vehicle. Officer Noor attempted to speak with the male, but he did not respond. Officer Noor began knocking on the back door behind the driver, but the male had no reaction.
Officer Noor then went over to the other side of the vehicle where the male was. Officer Noor noticed that the front bumper was damaged. This damage appeared to be recent. Officer Noor knocked on the passenger window and the male woke up but began looking sided to side and straight ahead. The male attempted to open the door but locked it instead. Officer Noor spoke with the male for a couple of minutes. The male wasn't making sense and slurring his speech. Every time the male spoke, Officer Noor could smell the odor of alcohol coming from his breath.
When asked what he crashed into, the male pointed and said right there. The male admitted to having consumed a lot of alcohol. Officer Noor identified the male as Andrew John Castle, [DOB REDACTED], the Defendant herein. Castle stated that he came there with his sister and that his sister was the one driving. Officer Noor advised Castle that he believed Castle was driving, Castle stated yes. Castle began talking on his phone even though there was nobody on a call with him. Officer Noor made contact with the reporting party, J. J advised that he had Castle coming into the parking lot with the vehicle.
J also advised that Castle got out of the vehicle immediately attempted to tear off the fender liner and then sat in the passenger seat. Officer Noor watched the video surveillance and confirmed that the individual in the video was indeed Castle. Officer Noor showed Castle the video surveillance that captured him coming into the parking lot. Officer Noor asked Castle if he would voluntarily perform Standardized Field Sobriety Test (SFST's). Castle said no. Castle was then asked if he would give a Preliminary Breath Test (PBT). Castle said yes at first but changed his decision once the PBT was brought out.
