Complainant is Maple Grove Police Department Detective Kate Damm. Complainant states that on September 21, 2025, officers responded to the Sams Club in the city of Maple Grove, Hennepin County, Minnesota, due to a hit and run report. The reporting party advised a Ford vehicle backed into him and left the scene, and he sustained a shoulder injury. Upon arrival, officers made contact with P. E. And S. E., who advised they were walking across the parking lot and a vehicle was backing up. The vehicle was a smaller Ford and it backed into him and hit him.
P. E. Braced his shoulder for the impact and when the vehicle struck him, he hit the car to try and get the driver to stop. P. E. Identified the driver as a female driver, but the driver then drove away wihtout stopping. P. E. Complained of shoulder pain. Officers reviewed the video surveillance footage, but were unable to get sufficient identifying information from the video, so the case was submitted to investgiations. Investigators spoke with Sams Club staff, who provided the video surveillance footage anda trace of the driver back to the store.
The female purchased items at the reigster and exited the store to the identified vehcile. Sams Club advised there were two people on the Sams Club account that made the purchases, and it appeared that JESSICA LYNN LANDIS [DOB REDACTED] was the female who made the purchase and was the driver of the vehicle. Sams Club provided a vehicle license plate number of the vehicle as well. Sams Club also provided a receipt from the purchase that says JESSICA. The vehicle with the license plate provided is registered to LANDIS. Investigators reviewed the video which shows LANDIS's vehicle backing up and striking P. E., then driving off without stopping.
Investigators attempted to make contact with LANDIS via phone, but were unsuccessful and LANDIS did not return voicemails. On November 21, 2025, investigators went to LANDIS's place of work and observed her vehicle parked in the parking lot. Investigators made contact with LANDIS inside and showed her a photograph of her coming out of the Sams Club on September 21, 2025, which LANDIS confirmed was her. Investigators then showed her a photograph of her striking P. E. With her vehicle, however she denied hitting him and claimed to have no knowledge of the accident.
Investigators also found an incident from St. Louis Park where LANDIS hit a pedestrian in a crosswalk and drove away without stopping. Investigators inquired with LANDIS about that case and she argued that the pedestrian hit her vehicle, not the other way around. LANDIS stated that her vehicle no longer had a functioning back up camera. P. E. Provided medical documentation from his shoulder injury, which was noted as a MSK injury and bruising, with a couple month recovery time. LANDIS stated she was homeless and living out of her vehicle.
