On March 22, 2026, Ramsey County Deputies were dispatched to a group home on Victoria Street, Shoreview, County of Ramsey, on a resident who was attacking others and who had a knife. Deputies spoke to NO, a staff member, who said VOLK-KAPETS moved into the group home a few months ago. VOLK-KAPETS became upset at around 6:00 P.M. He said his girlfriend was missing and she was not answering his calls or messages. Staff tried to calm VOLK-KAPETS, and he returned to his room. Shortly after, VOLK-KAPETS exited his room and told staff he was going to get mad.
He threw a dining room chair across the living room and destroyed picture frames in the dining room. VOLK-KAPETS went to the kitchen, obtained a butter knife, said he was going to kill himself, and held the knife up to his wrist. Staff tried to calm VOLK-KAPETS. VOLK-KAPETS threw the butter knife at NO, missing him, and striking the front door. VOLK-KAPETS returned to his room, destroying the door on the way into his room. VOLK-KAPETS exited his room shortly after and told NO he was going to kill him.
VOLK-KAPETS grabbed a dining room chair and threw it at him, striking him on the right shoulder. He then went to the kitchen, grabbed a sharp cutting knife, and told him he was going to kill him. VOLK-KAPETS called him a “nigger.” NO was afraid for his life, thought he was going to get stabbed, ran out of the house, and called 911. VOLK-KAPETS followed him, dropped the knife, grabbed a broom from the garage, and broke it. Deputies arrived and VOLK-KAPETS screamed that he was going to kill them. VOLK-KAPETS was on the front porch crying when deputies made contact with him.
VOLK-KAPETS told deputies he was upset over issues he was having with his girlfriend. VOLK-KAPETS said “he was being nasty to me” and said he “touched boys.” VOLK-KAPETS said he had a butter knife that he placed in the kitchen. He admitted breaking things in the house because he was mad. He threw the knife at NO because he was mad. The knife used by VOLK-KAPETS was a silver kitchen knife with a 4-5 inch blade. Inside the residence, there were hygiene products scattered in the living room. There were broken picture frames with glass in the dining room, displaced chairs and a broken broom handle.
A bedroom door in the south hallway appeared to have been punched or kicked. VOLK-KAPETS was placed on a medical transport hold to St. John’s Hospital.
