On September 5, 2025 at approximately 3:00 P.M., Otter Tail County Law Enforcement received information from the West Central Drug Task Force of an identified vehicle that was traveling from the Metro to Frazee that was suspected of purchasing narcotics from a source in the metro area. The occupants of the vehicle were reported to be Brooke Erine Ketter, [DOB REDACTED], the Defendant herein, and Christopher Allen Schultz. Sgt. Scott Wagner was traveling southbound on US Highway 59 in Otter Tail County when he observed the suspect vehicle.
He could see a female driving that matched the Defendant and a male passenger that matched Schultz. He confirmed that Defendant's driving status was listed and cancelled and Schultz's status was listed as cancelled - inimical to public safety. Sgt. Wagner began to turn around to follow the vehicle and it took the next available turn and appeared to accelerate its speed. He observed the vehicle drift over to the left of the roadway, and he activated his emergency lights to initiate a traffic stop.
The vehicle proceeded for approximately 3/4 of a mile and came to a stop. Sgt. Wagner confirmed the Defendant was the driver and Schultz was the passenger. When Defendant opened her window he could immediately detect a chemical odor consistent with a controlled substance. Deputy Mike Wing also arrived on scene. The parties appeared abnormally nervous and gave inconsistent answers about their travel. Defendant presented and MN ID card and was unable to provide any proof of insurance for the vehicle.
Deputy Wing deployed his K9 partner Jocko who indicated to the presence of narcotics at the open driver's side window, and again in the back seat interior of the vehicle. Inside the vehicle, Deputy Wing located numerous pieces of drug paraphernalia including hypodermic needles, scoops, straws and pipes. Due to a high priority call, he had to leave the scene. Sgt. Wagner continued the search and in the bed of the truck he located a zipper case with a lock. Defendant unlocked it for him and inside he located used syringes, and a syringe containing a clear liquid that field tested positive for methamphetamine.
Defendant acknowledged that it was hers. Defendant spoke to drug task force members and also stated that while driving she threw a container out of the window that contained methamphetamine. She described it as a blue container that had a Pac-Man character on it and where she threw it. Agents located the container described in the location described. Inside were two baggies containing a white powdery substance suspected to be fentanyl and a white crystal substance suspected to be methamphetamine.
The substances were sent to the Minnesota Bureau of Criminal Apprehension for analysis. The baggie with the crystalline substance was positive for methamphetamine and weighed 1.08 grams. The vial containing the liquid tested positive for methamphetamine and weighed.193 grams. The baggie with the powdery substance was positive for fentanyl and weighed.205 grams.
