On 12/17/2025 at approximately 1500 hours a Minneapolis Police investigator was monitoring City owned Milestone cameras in the area of 17th Street East and Chicago Avenue, Minneapolis, Hennepin County, due to increased citizen complaints and increased crime stemming from illegal narcotics use. The investigator zoomed the camera in on a group of people on the north side of 17th Street and observed a male, later identified as Gregory Don Clark, [DOB REDACTED], who was wearing a black hooded sweatshirt, a tan coat, and blue jeans.
The investigator observed that people appeared to be focused on Gregory Clark's presence in the group, and people were following him as he walked around. Up to 7 people followed Gregory Clark as he walked towards a black Mercedes Benz bearing Minnesota License Plate [PLATE REDACTED]. As they were walking towards the vehicle in the middle of the street Gregory Clark pointed towards the middle of the road and the large group broke off from following him. The investigator observed that a marked squad was driving from where he was pointing, and Gregory Clark passed the Mercedes Benz.
Gregory Clark continued to point at the group appearing to keep them from following him except for one unidentified male. Gregory Clark continued to look back over his shoulder and came to a stop at Chicago Avenue and turned his back towards the camera. Gregory Clark appeared to exchange something with the unidentified male and when Gregory Clark began walking away the investigator observed that the unidentified male was holding and looking down at a pink folded piece of paper. From the investigator's training and experience folded post it notes are used by dealers to distribute fentanyl powder.
The investigator observed that Gregory Clark appeared to be twisting a clear plastic baggie in his right hand as he walked away. Gregory Clark and another unidentified male appeared to covertly exchange something in the entrance to the Opportunity Center parking lot. Gregory Clark and the unidentified male got into the black Mercedes Benz bearing Minnesota License Plate [PLATE REDACTED] and left the area quickly. The squad stopped TBA876 at Franklin Avenue and Chicago Avenue. The unidentified passenger quickly exited the vehicle as the squad was approaching and was able to get away.
The driver was taken into custody. Officers located a clear plastic baggie with suspected fentanyl powder in his jacket pocket, and a large amount of loose cash. The suspected fentanyl powder field-tested positive for fentanyl and weighed 0.6 grams without packaging. The loose cash was found to be $700.00. During a post Miranda Warning interview Gregory Clark stated he was retrieving $10 dollars for a friend and denied selling fentanyl. Defendant is currently in custody at the Hennepin County Jail and is currently on active probation in Hennepin County in ••-CR-••-•••• (Assault 3) and has performed very poorly on probation.
