On March 9-11, 2026, officers with a multi-jurisdictional child exploitation suppression operation were working to identify individuals who offer or agree to hire girls under the age of 18 for commercial sex. The operation was conducted from locations within Brooklyn Center, Hennepin County, State of Minnesota. Officers placed ads on a website offering prostitution services. One of the individuals who responded to an ad was STEPHEN MATTHEW DRIGANS [DOB REDACTED], the Defendant herein. The Defendant then engaged in a text conversation with an undercover officer (UC) posing as a 17-year-old girl.
On March 10, 2026, the Defendant contacted “UC” by texting the number in the ad asking "UC" if she was available and noted that he wanted "an hour incall." Law enforcement knows "incall" refers to when the sex buyer goes to the place where the sex worker is located to engage in a sex for money transaction. "UC" advised Defendant of her rates ($250 for an hour) and asked what specifically he was looking for. Defendant asked if her rates included "gfe with bare and creampiez" which officers knew referred to "girlfriend experience without a condom and with ejaculations on the sex worker." Defendant again texted "UC" on March 11, 2026, and asked "UC" if her mother or sister could join them for a "3some." "UC" advised the Defendant that she was only 17, and Defendant asked if her mom knew what she did and, "can she join us?" Defendant told "UC" that her being only 17 was not an issue but just wished her mom could join them.
Defendant continued to explicitly describe what he wanted to do including "f*ck you doggystyle" and for "UC" to call him "daddy" as he wanted to "live out a "daddy daughter incest pregnant fantasy." Defendant asked when "UC" would turn 18 and was advised "july." Defendant asked for "UC's" address and asked that she wear "white sexy lingerie." Defendant stated, "daddy is coming to breed his little incest loving daughter." The Defendant was given an address being used by law enforcement to meet “UC” which was located in Brooklyn Center, Hennepin County, Minnesota.
Defendant stated that he would arrive in ten minutes and that traffic "sucks." Defendant did not arrive at the location. Law enforcement learned that the phone number used to contact "UC" belonged to Defendant, and the selfie he had sent "UC" was compared to a known photo of Defendant and was determined to match. A check of Defendant's record reveals prior convictions for DWIs and Carrying a Pistol Under the Influence. Defendant's whereabouts are unknown. A warrant is requested.
