On July 13, 2025, at approximately 3:45 A.M., officers of the Austin Police Department were dispatched to a hit and run motor vehicle accident that occurred in the City of Austin, County of Mower. Officer Hansen made contact with Victim A (an adult male). Victim A stated that he was traveling southbound on 14t® Street NW and was stopped at the red light at the intersection of 14t® Street and 8t® Avenue NW when he heard tires squealing behind him and was rear-ended. Victim A advised that the collision caused him to hit his mouth on the steering wheel and chip his tooth.
Victim A stated that his tooth was not chipped prior to the collision. Hansen observed and photographed Victim A's injury. Hansen also observed significant rear end damage to Victim A's vehicle with white paint transfer. Victim A stated that he did not see the vehicle or driver that collided with him. Victim A said after the crash, he left the scene and followed a vehicle he thought caused the collision. When he caught up with the vehicle, its occupants advised him that they did not run into him but they witnessed the collision and observed a white car as the one who caused the crash.
Victim A then returned to where the accident occurred and located an unrelated white car in the area and followed it to another location when Victim A then contacted law enforcement. Officer McCormack arrived and inspected the damage to Victim A's vehicle. In addition to the white paint transfer observed by Officer Hansen, McCormack observed honeycomb-type markings imprinted on Victim A's vehicle that appeared to have been left by the suspect vehicle. While the officers were with Victim A, Lt. McCormack responded to where the accident occurred.
While traveling southbound on 14t® Street NW near Interstate 90, Lt. McCormack observed a white 4-door vehicle (MN license SCF613) coming up the I-90 Westbound entrance ramp the wrong way. Once the car proceeded through the intersection and turned northbound on 14th Street NW, Lt. McCormack conducted a traffic stop. Lt. McCormack made contact with the lone driver, BOB PAUL, DOB/020777, the defendant herein. Lt. McCormack observed that the defendant had his windshield wipers on and they were screeching on the dry windshield as there was no precipitation at the time.
The defendant stated that he did not have a driver's license and did not have his ID on him. While speaking with the defendant, Lt. McCormack observed what appeared to be fresh damage to the front driver's quarter panel of the vehicle. Lt. McCormack observed that the side marker light/turn signal was hanging out of the body panel and there was paint transfer. Lt. McCormack also observed the defendant to have glassy and bloodshot eyes, and an odor of alcoholic beverages on his breath. When asked how much he had to drink, the defendant stated, "Four beers." 3 Officer McCormack then responded to the traffic stop.
