On April 19, 2026, around 11:56 P.M., a police officer was driving a marked squad car east on 77th Street from Lyndale Avenue South in Richfield, Hennepin County, Minnesota. The officer saw a Chevrolet Suburban (the “suspect vehicle”) with expired registration driving west on 77th Street. The officer performed a U-turn and located the suspect vehicle stopped in the turn lane to turn from Lyndale Avenue South onto I-494 East. The suspect vehicle was stopped at the intersection despite having a green turn signal.
The officer saw the suspect vehicle conduct a U-turn despite a sign at the intersection prohibiting U-turns. The officer noted that the driver of the suspect vehicle was a white male with a beard wearing dark clothing. In response, the officer performed a U-turn and activated his squad’s emergency lights to initiate a traffic stop. The suspect vehicle accelerated at a high speed, which the officer visually estimated at 60 m.p.h. In a 25-m.p.h. Zone. The suspect vehicle drove on the shoulder of the road and maintained its speed.
The officer deactivated his squad’s emergency lights and last saw the suspect vehicle turn east at 73rd Street and Lyndale Avenue South. Other officers located the vehicle unoccupied at 71st Street and Harriet Avenue South. At 12:05 A.M., an officer encountered two males walking on 73rd Avenue South between Lyndale Avenue South and Aldrich Avenue South. One male was white with a beard, while the other male was Hispanic. In an alley near the suspect vehicle, officers located a pink hat. Inside the suspect vehicle’s trunk area, officers recovered a large plastic bag of suspected marijuana.
Without packaging, the suspected marijuana weighed about 455.77 grams, equivalent to around 16.07 ounces In the suspect vehicle’s glove box, officers located a title transfer that listed a sale from December 2025. Officers found a phone number for the person listed on the sale. That person advised that they had sold the suspect vehicle about one week earlier to a male named “Troy” that the male met at the casino. The male provided “Troy’s” number. Dispatch stated that the provided phone number belonged to Defendant TORY LINTON VICKSTROM, born on [DOB REDACTED]. Officers then responded to a nearby hotel at [ADDRESS REDACTED] to review surveillance footage.
A camera capturing the north parking lot showed the suspect vehicle parked for several minutes before the traffic stop. The footage showed a white male with a beard wearing a white shirt, a black sweater, and a pink hat. A shorter Hispanic male was seen entering and exiting the suspect vehicle. On camera footage from around 11:51 P.M., the white male was in the driver’s seat of the suspect vehicle and the Hispanic male was in the passenger seat. The suspect vehicle exited the parking lot westbound onto 77th Street.
