On November 2, 2025, Oakdale police officers responded to the Cub Foods store, 7191 10th St N, City of Oakdale, Washington County on a report of an in-progress shoplifting incident. According to information obtained by dispatch from the complaining witness at Cub Foods, W. R. B., three suspects had entered the store, selected merchandise, placed the items in bags, and then exited the store without paying for the items. The three suspects then entered a gray four-door sedan and drove away. W. R. B. Noted that when the three suspects entered the vehicle, the vehicle already had a driver.
W. R. B. Did not observe the driver enter the store. While enroute to the Cub Foods store, Ofc. Robinson observed a motor vehicle matching the description of the motor vehicle involved in the earlier shoplifting incident. Ofc. Robinson conducted a traffic stop. Inside the vehicle, Ofc. Robinson observed multiple bags from Cub Foods and four total occupants. The bags appeared to contain items that had been stolen from Cub Foods in the earlier shoplifting incident. Given the presence of apparent stolen merchandise in possession of the vehicle occupants, officers requested the occupants exit the motor vehicle.
The front right passenger, a male, was detained and searched for possible other items of stolen merchandise from Cub Foods. While searching this individual, Oakdale police Sgt. Pavel located a straw and a small tie off baggie in the male's right front coin pocket. The baggie contained a fine powdery substance. The substance, later weighed at.243 grams, field tested positive for fentanyl. The male was ultimately identified at the Washington County jail as JAMAR ANTONIO PANKEY [DOB REDACTED].
