On May 14, 2026, Senior Commander Denning was working at Union Depot at 214 4th Steet East, St. Paul, Ramsey County when a Greyhound employee approached him and expressing concerns about a young teen. The girl was with an older man who had purchased two bus tickets to Chicago. The girl had a scared demeanor, and she handed the employee a note with her name, phone number, and address. The girl said, “Don’t call the police, but if you do wait three days and give them this note.” The employee described the couple.
Senior Commander Denning found the couple waiting for their bus on the concourse. The man was identified as SEBASTIAN DAHN KONG [DOB REDACTED] and the girl was 15-year-old KKL (YOB: 2010). Kong was standoffish and asked what Senior Commander Denning wanted and if something was wrong. KKL didn’t talk, and she looked to Kong for approval before answering questions. KKL appeared sad, broken, scared to speak, and about to cry. Senior Commander Denning separated Kong and KKL to learn more about what was going on.
KKL constantly looked at Kong when she spoke to Senior Commander Denning. KKL claimed she was 16, but she won’t turn that age until the end of the year. KKL said her parents were not aware she was going with Kong to Chicago. Senior Commander Denning asked KKL for her parents’ phone numbers, and he learned Kong had her phone. Senior Commander Denning forced Kong to give him KKL’s phone. KKL had her phone for several minutes and hadn’t provided her parents’ numbers. Senior Commander Denning saw KKL was texting with Kong.
KKL denied she was being forced to go to Chicago, and she repeatedly said she did not want Kong to get in trouble. KKL said she felt dizzy and explained she had ingested cocaine and Percocet a couple of hours earlier. She added that her head hurt from being hit earlier. Senior Commander Denning had medics respond. When being placed on a gurney, KKL said, “I was also kidnapped.” KKL refused to implicate Kong. KKL was taken to Children’s Hospital for evaluation. A squad contacted KKL’s mother about the situation and KKL’s whereabouts.
KKL said she feared retaliation from Karen gangs at the hospital while waiting for her family. An officer later spoke to KKL at her high school about the incident. KKL said she and Kong have been dating for about a year. Kong picked KKL up at a market near her St. Paul house around 3:00 PM on May 14, 2026. Kong discovered she had been messaging with other guys in response to Kong’s messaging other girls. Kong became angry and demanded her phone. Kong dragged KKL to his vehicle, and he tried to get KKL to open her phone, but she did not want to.
Kong took KKL’s phone. Kong drove with KKL in the front passenger seat. They drove around what KKL thought was St. Paul for hours. Kong made several stops, but KKL was afraid and felt that she couldn’t leave because Kong had her phone. During the period they drove around Kong threw KKL’s phone at her hitting her forehead causing a laceration. Kong punched KKL’s face around 5 times. Kong threatened to shoot and kill KKL several times. Kong called his gang ties and asked them to beat up KKL. KKL had seen Instagram photos of Kong with guns.
