On November 22, 2025 at approximately 0030 hours, Washington County Sheriff’s Deputy Moore was on routine patrol near Highway 36 eastbound and Manning Avenue North, in the City of Stillwater, Washington County, when he observed a vehicle parked on the ramp in an unsafe position. The Officer initiated a traffic stop and the driver was identified as Andrew A Latham [DOB REDACTED], the Defendant. The Defendant stated that his vehicle was broken down and he was unable to move it. The Deputy noticed that he had glossy and bloodshot eyes.
The Defendant appeared confused and the Deputy could smell the odor of an alcoholic beverage. The Defendant agreed to perform standard field sobriety tests including the HGN, walk and turn and one leg stand. The Deputy observed signs of impairment and a PBT showed a reading of.193 BAC. The Defendant was placed under arrest and transported to the jail where he was read the breath test advisory. The Defendant provided a breath sample within two hours of driving and the result was.20 BAC.
