That on or about October 11, 2025, Minneapolis police became aware of a large Rave style party event planned at 3101 2nd Street North in Minneapolis, Hennepin County, Minnesota. Police were familiar with this address as previous events have been held at this address which required police calls for service for loud party complaints, a drug overdose and several calls in which police supervisors spoke with a person identified as CHARLES EDWIN TORNQUIST, [DOB REDACTED], defendant hereinafter, who stated he was the manager/promoter of the events and had all the requisite permits to hold the event and serve alcohol on the premises.
The defendant twice has been told that prior events at this location it was illegal as he did not have required permits for the event and did not have a liquor license to serve alcohol. The events have been promoted on social media with “tickets” available for purchase to gain admittance to the venue with two levels of admission. The parties are held in large warehouse spaces in the industrial area of the precinct with no address provided until tickets to the event are purchased. Both levels of admission include “refreshments” and access to a VIP lounge area which states “premium refreshments.” A mobile camera was placed in front of the address following other events at this address and upon review shows a food truck enter the fenced area of the address shortly before the event was scheduled to begin and a large increase in foot traffic in the area with staff with “security” markings checking guests’ identification at the entrance ramp into the building.
Through investigation into this planned event police officers purchased three tickets to the event and paid a total of $149.76 including service fees and taxes. On the evening of the event, several officers were able to enter with tickets purchased online and were stamped by event security on their right arm that says, “The Lab” and observed two dance floors and a room where there were three bartenders serving alcoholic beverages to patrons upon request. There were approximately 100-150 people in the venue and the strong odor of marijuana in both party rooms.
The officers ordered a vodka cranberry and were provided a vodka cranberry and a vodka Sprite.
