The Complainant having reviewed the applicable reports believes the following facts to be true: On or about June 3, 2025, at approximately 8:15 P.M., a trooper with the Minnesota State Patrol responded to a stalled vehicle emitting smoke on the left shoulder of eastbound Interstate 94 near Snelling Avenue in the City of Saint Paul, Ramsey County, Minnesota. Upon arrival, Saint Paul firefighters and medics were already on the scene and had pulled the driver, identified as MARQUISE DOVANTA DUN, [DOB REDACTED], defendant herein, from the vehicle.
A three-year child, [NAME REDACTED] 4-27-2022, was also removed from the vehicle. The vehicle was on fire and the defendant was unconscious due to an apparent overdose. Medics administered Narcan six times (four nasally and two intravenously) to revive the defendant. When the defendant regained consciousness, the trooper observed that the defendant appeared confused, exhibited bloodshot and watery eyes, and was sweating profusely despite the outside temperature being 63 degrees. The defendant admitted to the trooper that he had used cocaine.
The defendant and L. M. Were transported to Regions Hospital by an ambulance. The trooper followed the ambulance for further investigation. The trooper applied and obtained a search warrant from the Honorable Edward Sheu for a blood or urine test. The trooper told the defendant that refusal to submit a blood or urine test is a crime. The defendant agreed to provide a blood sample. A registered nurse was able to draw two full vials of blood from the defendant's right arm. The vials of blood were sent to the Minnesota Bureau of Criminal Apprehension Forensic Science Laboratory for testing.
The results of the defendant's test showed the presence of fentanyl and benzoylecgonine, a metabolite of cocaine, which are illegal controlled substances.
