On June 11, 2026, at approximately 5:46 PM, an officer from the Blaine Police Department was dispatched to 2381 108th LN NE, city of Blaine, county of Anoka, Minnesota, regarding a domestic in progress. Initial call notes indicated that a female, later identified as Victim herein, was screaming "give me my keys" and telling dispatch that her ex-boyfriend, later identified as Ishmael Jamaine Montrel Williams ([DOB redacted]), Defendant herein, took her keys by force and took off with her vehicle. Upon arrival, the officer spoke to Victim, who reported that she and Defendant has been in a relationship since early 2024, and shared a 18-month old child together.
Victim reported that she had ended the relationship approximately 3 weeks prior and Defendant was upset about it. Victim reported that Defendant had become more aggressive and controlling after she attempted to end the relationship. Victim showed the officer text messages she received from Defendant, stating "On piru I might f*** you in yo ass and brutalize your ass hole just to show you I own you," and "The only way you can leave me is to do." The officer reported that through training and experience he knows "on piru" to be an oath or way of expressing loyalty to the Pirus, a subset of the Bloods street gang.
Victim stated that she was putting their child in her car through the rear passenger side door with her keys in her left hand. Defendant then ripped her key fob off of her keys by force. Defendant then entered her vehicle, took the title for her other vehicle, and left. Victim stated that she called Defendant and Defendant told her where he threw the key fob on the ground before leaving the area. Victim found the key fob and officers observed the bottom of it, where it connects to the key ring, appeared to be damaged.
Victim stated that she believed he took the key fob was to cause her financial and emotional distress, since it left her stranded at her child's daycare and would have to pay to another fob made if she had not located the one he stole. Records indicate that Defendant is also known as Ismael Jamaine Williams, [DOB redacted].
