This case involves a law enforcement encounter.
That on March 27, 2026, at approximately 12:05 A.M., law enforcement personnel responded to the 5000 block of East River Road NE, Fridley, Anoka County, Minnesota in reference to a possible domestic situation. Prior to arrival, law enforcement learned that the male believed to be involved with the domestic was associated with a black Nissan, with no license plate(s). Upon arrival, law enforcement observed a vehicle with no front-facing license plate. Law enforcement activated their emergency lights.
Law enforcement made contact with the occupants of the vehicle. A male was located in the driver seat, and a female was located in the passenger seat. These two individuals matched the previously provided information of the parties involved in the possible domestic assault situation. The female informed law enforcement that the driver and herself were “having a dispute”. The male was ordered out of the vehicle but refused the law enforcement’s lawful commands. The Officer opened the driver’s side door and continued to order him to exit the vehicle so he could investigate the domestic report.
Meanwhile, the female party began to exit the vehicle. The driver then placed the car is “drive” and rapidly accelerated out of the parking lot. When this occurred, the female was hanging from the vehicle but was able to reposition herself back in the vehicle. The vehicle fled south on East River Road towards Interstate 694 before law enforcement lost visual of the vehicle. Law enforcement canvassed the area but was unable to locate the vehicle. Law enforcement returned to the 5000 block of East River Road NE to interview the reporting party.
The reporting party described observing a male and female become physically aggressive with each other, with each party hitting one another. Based upon previous incidents at the location, law enforcement was able to identify JABRLE HUSSEN ALI ([DOB REDACTED]) as the male party of the domestic investigation, as well as the driver of the black Nissan Altima that unlawfully fled from law enforcement. The State is asking this matter issue as a complaint warrant so that the Defendant can be brought into custody and appropriate conditions of release addressed.
