That on or about October 19, 2025, at 10:08 P.M., Officers with the St. Louis Park Police Department were dispatched to the area of [ADDRESS REDACTED]. W., located in the City of St. Louis Park, County of Hennepin, State of Minnesota, on a report of a single-vehicle accident. The Reporting Party advised Officers that a vehicle, later identified as a 2019 Black Honda Civic with MN Plate HXR-422 (“suspect vehicle” herein), was in the grass with its engine running and windshield wipers activated. Upon arrival, Officers observed the suspect vehicle next to a tree, which was pinning the driver’s side door closed.
The suspect vehicle’s engine was running. The driver of the suspect vehicle was slumped over in the driver’s seat. Officers managed to wake up the driver of the suspect vehicle, who was later identified as PATRICIA SHAWN ROSSITER (“Defendant” herein). While speaking with Defendant, Officers could smell the odor of consumed alcohol emanating from Defendant. The Defendant was slow to respond to Officers’ attempts to wake her up. Since the driver’s-side door was pinned by a tree, Officers asked Defendant to climb over the center console and out the passenger-side door.
The Defendant exhibited slow gross motor skills when exiting the suspect vehicle and required the assistance of Officers to exit the suspect vehicle. Once outside the suspect vehicle, Defendant needed to lean against the suspect vehicle for balance. Defendant informed Officers she was coming from Park Taven, which is a local bar in St. Louis Park. Defendant admitted to consuming more than one drink prior to driving. Officers administered a horizontal gaze nystagmus test and observed a lack of smooth pursuit in both eyes.
While standing in front of Officers, Defendant stumbled and staggered as she struggled to maintain her balance. After observing Defendant’s extreme lack of balance, Officers did not administer further field sobriety tests due to safety concerns pertaining to Defendant injuring herself. Officers next administered a preliminary breath test (PBT). Defendant provided a breath sample, which resulted in a blood alcohol concentration reading of.22. At approximately 10:21 P.M., due to Defendant’s indicia of intoxication, Officers placed Defendant under arrest.
Defendant was transported to Methodist Hospital for a medical evaluation and additional testing. Officers retrieved a signed search warrant for a sample of Defendant’s blood or urine. At approximately 12:28 A.M., on October 20, 2025, Defendant provided a blood sample. That on or about November 4, 2025, Officer Moore with the St. Louis Park Police Department received the results of the toxicology report from the Bureau of Criminal Apprehension Forensic Science Laboratory. The toxicology report revealed Defendant had an ethyl alcohol concentration of 0.228 ± 0.013 grams per 100 milliliters of blood with a 99.73% level of confidence.
