On March 29, 2026, Blaine PD Officer Slavik was on routine patrol in the City of Blaine, Anoka County, MN, when he noticed a vehicle with a temporary permit or registration in a clear plastic sleeve or bag that was not clearly visible. He couldn't read the registration because the plastic was dirty and unsecured, causing it to move wildly in the wind as the vehicle moved. The vehicle eventually stopped in an MGM parking lot, in one of the furthest spots from the entrance. The driver was identified as OASEON DEVON PERNELL [DOB REDACTED], the Defendant herein.
The front seat passenger was identified as Saddie Teresa Sanchez-Campuzano [DOB REDACTED]. There were also two passengers in the back seat. Officer Slavik noticed that Saddie was very nervous and breathing heavily. He asked her and the Defendant to step out so he could show them the issue with the permit. While he was talking, Saddie tore the entire thing off the vehicle and asked Officer Slavik to discard the plastic covers. He then told her to do that when they went inside. She said they weren't going inside and didn't plan on going to MGM. None of the occupants was listed as the registered owner, and the Defendant did not have a driver's license.
His license status was revoked. During the stop, Officer Slavik also noticed that Saddie had a bruised eye, and he detected a strong smell of marijuana. He eventually asked Defendant why they pulled into the MGM. He said Saddie and another passenger told him they were thirsty and wanted something to drink from MGM, which was inconsistent with Saddie's statements that they were not planning to be there and were not going inside. Based on the circumstances and his observations, Officer Slavik asked the Defendant how much marijuana was in the vehicle.
The Defendant said they had finished smoking marijuana before they left and mentioned there was a roach inside a green container in the vehicle. Officer Slavik then asked if there was anything else in the vehicle, as it was going to be searched, and he noticed that the Defendant took a step back and appeared nauseated. The Defendant eventually said he was going to jail and that there was a firearm under the driver's seat of the vehicle that was not his. He denied touching it, but when told it would be tested for DNA, he said he had moved it into a backpack.
During a search of the vehicle, Officer Slavik found a nylon bag under the driver's seat containing a Taurus G3 handgun. The serial number had tool marks on it, making it difficult to read. It appeared that someone attempted to remove or alter the number. Officer Slavik determined the serial number to be ABJ918731. The gun was loaded, with a round in the chamber. There was also a loaded extended magazine in the bag. Defendant does not have a permit to carry firearms. When another officer on scene asked Officer Slavik the make of the handgun, Defendant spontaneously uttered "G3." Also found in the bag were a recognition of parentage bearing the Defendant's name, his wallet, and a green metal tin containing a burnt roach that smelled of marijuana.
