On May 22, 2026 at approximately 4:45 P.M., Mower County Sheriff’s Deputy Christopher Beaver was dispatched to the Mower County Jail, located in the City of Austin, County of Mower, for a report of a threat complaint. Deputy Beaver spoke with Victim A (an adult male), a Mower County Detention Deputy Sergeant, who stated he went to Delta Pod at approximately 2:40 P.M. To locate an inmate for a court appearance. Victim A stated another inmate, OMAN ONYONGO, [DOB REDACTED], hereinafter the defendant, was mad because he wanted jail staff to release his debit card to another person, which jail staff cannot do.
Victim A observed the defendant yelling at Witness 1 (an adult male), also a Detention Deputy. Victim A opened the door to the pod to locate the inmate scheduled to appear in court, and the defendant began yelling at Victim A. The defendant then dumped out a mop bucket, which was full of water, spilling water everywhere. The defendant then took the head off of the mop and advanced toward Victim A, holding the mop stick as if he was going to assault Victim A. Victim A said the defendant then grabbed a bottle of cleaning solution that was half full and threw it at Victim A, missing Victim A’s head by inches.
Victim A said the bottle was thrown with such force that it went across the desk where a detention deputy usually sits, hit a wall, and shattered. Victim A told Deputy Beaver that Witness 1 pulled his taser out, and the defendant was secured in his cell. After returning to his cell, the defendant started threatening Victim A and Witness 1, stating he was “going to f@#$ing kill” them. Deputy Beaver then spoke with Witness 1. Witness 1 said he explained to the defendant why they could not release his debit card, and the defendant was upset.
Witness 1 was then conducting a pod check when he heard Victim A enter the pod. Witness 1 heard yelling and radioed to master control to “keep an eye” on pod 2 (the unit in Delta Pod in which the defendant is housed). As he re-entered pod 2, Witness 1 saw a mop bucket was tipped over, water all over the floor, and believes he saw the defendant throw the bottle of cleaning solution at Victim A. Witness 1 walked down the steps, and heard the defendant yelling at Victim A, stating he was going to kill him.
As Witness 1 continued down the steps, the defendant became more aggressive to the point where Witness 1 thought the defendant was going to assault Victim A. Witness 1 drew his taser, activated it, and instructed the defendant to get into his cell. Witness 1 said the defendant said to him “I’m going to kill you too motherf@#$er.” The defendant then backed into his cell and picked up his laundry bag, holding the laundry bag in a position to block the taser in the event it was deployed. Witness 1 stated he radioed for the defendant’s cell door to be secured, and the defendant again threatened Witness 1, stating he was going to find him outside of the jail and kill him.
