On October 7, 2025, Officer Holmquist with the Rochester Police Department was dispatched to a department store in Southwest Rochester, Olmsted County, Minnesota, for a report of shoplifting. Upon his arrival, he met with an adult male, fully identified in police reports (hereinafter “Witness”), who was one of the store’s loss prevention employees. According to Witness, three males left the store without paying for merchandise. The two males who were not pushing the cart of merchandise were not stopped.
The male who pushed the cart past all points of sale was stopped and identified as TERRELL SHAREEF POWELL, [DOB REDACTED]. Powell was still at the store when Officer Holmquist arrived. According to Witness, both Powell and the two unidentified males placed merchandise in the cart before Powell pushed the cart past all points of sale without payment. Officer Holmquist reviewed the store’s surveillance video footage, and he observed Powell pushing a cart full of merchandise out of the store. Witness advised Officer Holmquist that all of the items had been recovered from the cart, and the value of merchandise Powell removed from the store without paying for it totaled $1,005.
